International and national industrial policy

A progressive industrial policy will give positive results

The Norwegian-controlled fleet is one of the world’s largest and most modern. Norway also has major market shares within associated services, such as classification, financing and research.
 
As one of the world’s leading shipping nations, Norway acts as a driving force for promoting high-quality shipping internationally. Shipowners operate in an international market, in free competition, and the aim is to ensure that as much business as possible is owned and operated from Norway. This is conditional on Norway having internationally competitive, predictable and stable framework conditions for shipping and offshore contracting.

Section for national industrial policy

The section has overall responsibility for shaping and ensuring the effectiveness of the NSA’s positions on issues of national policy. The section works to ensure that Norway always has internationally competitive framework conditions for owning and operating shipping and offshore contracting activities. The section maintains on-going contact with the Norwegian Parliament, Government and relevant ministries. The section also has overall responsibility for the NSA’s input into national consultations.

Section for international industrial policy

The section has overall responsibility for shaping the NSA’s positions on international policy issues. The EU has recently been putting increasingly greater emphasis on shipping policies. The section follows up the NSA’s shipping policy as affected by the EEA/EU. This is done in close cooperation with ECSA, the international shipowners’ association. The section acts as a driving force in the development of new international regulations for high-quality shipping, notably within the UN’s IMO. The section also participates actively in a number of international and regional organisations to promote Norway’s perspective on shipping policy and legislation, for example, in ICS, the International Chamber of Shipping. The section is also a driving force for increased market access for international shipping. The section has overall responsibility for the NSA’s input into international consultations.

Section for economic analysis, statistics and tax

The section is responsible for production of the NSA’s statistics, market and externality research, and issues of tax and public duties for members in Norway and overseas.
